Why my FOIs are not vexatious and authority documents/info should be prompt.

The Home Office dismissed my Freedom of Information Act queries about TIs as vexatious, So this is what I answered to them:

when they did not reply, here is the reasons why they should be helpful with all their resources:
Dear Home Office,FOI Officer
there is delay in your reply which means you consider the query
vexatious. Not so, the background to the query is the 360.000
Targeted Individuals in the USA according to FBI sources who are
being "rail-roaded" and this is spreading on the UK population.

The phenomenon is called "try proving it while I kill you" and the
advice "talk to your doctor" comes from the fact that a victim of
torture will ask the NHS doctor for help after failing to get help
from the Police. Tadeusz Szocik and Marina Llewellyn who asked help
from NHS ended with brain and central nervous system damage. Those
UK TIs who stay far away from NHS get forced to go to hospital, as
John Allman= triple heart bypass or death, and Mary Hughes= gut
perforation= hospital-operation or death.
The IPT rejecting 797 unfair directed surveillance out of 800
complaints is an indication that the USA system of controlling
judges to be free from the criminal justice act is happening here
too.
The solution is to petition 10 Downing Street to arrange for
scanners that measure the body's electricity storage as proof of
electronic assault as the entire range of these weapons make the
body's electricity storage abnormal. This would help diminish death
and disability from strokes= 59.000 deaths and 150.000 disabled per
year in UK as bad habits and junk food don't change the electricity
storage of the body like a directed energy weapon or microchip
does, so murders and invalids from DEWs or microchips would
dwindle.(Plus add in the petition the latest detection, scanner and
defence systems known)
My suggestion to you: is: do help out with documentation to my
queries to petition the Prime Ministers office with correct wording
so that petition is not out of his remit and gets published. If the
wording is right and petition gets 100.000 votes then it can be
discussed in parliament,so there is a chance to avoid the USA
horrors here in the UK. We can also find out if these covert
assaults are being tested to incapacitate peace protesters and
government critics should a third world war gets declared, where at
least 10% of the UK population will oppose it as a crime against
humanity and might do civil disobedience.
Your help is expected as the queries have impact on the UK
population and your documents and policy knowledge of admin
procedure are part of the solution.
